I think the devs are trying not to make things too easy or convenient.
Also if it does open up via hacking it again, that means everyone else in the co-op group would need an expensive hacking tool just to open it up from the outside, again.
The devs already tried to nerf it before with the shutters automatically opening back up, which I think mechanically wasn't a big deal since there are so many other spots with as good or better defensible entrances, but backed off on that idea from enough loud players disliking it.
Long story short, I thing the devs want to move on from this.
"Having things be too easy"? How did you arrive at this assumption? Opening a single door would be 'too easy'? What?
You actually have a really good point, I've been a solo player so that thought didn't even cross my mind.
I have my base in the same spot (again), and oh darn, I had to place a few walls down after the nerf of the unbreakable shutters not staying closed and make an actual kill zone. I rarely had to build anything for the previous playtest or demo because of that one door was so strong when it stayed down.
Given how the devs already caved on the idea of trying to make the spot less cheesy, they might as well finish it off by allowing us to use already hacked Key Pads as switches, since logically the scientists should have the code for it.
But yes, the spot is a well known easy-mode base defense spot, and the inconvenience of not being about to open it on the outside is one of the few 'costs' left, besides actually hacking it open. It even keeps Leyak from entering your base (from that angle) and that thing is supposed to phase through walls! Can't even phase through that chainlink door without being insulted first!
It's come up in other threads, also if you repair the electronics at the sec office door control it can stay closed forever even after being opened.
Also you can put a chopinator in (well, just outside) the doorway and some teslas in that side office window and then you never need to worry about closing it anyways.

Also it is really inconvenient to just leave some doors locked because of some meta-game reason; which by the way is a different issue.
As said, repairing the control panel (which was available at the time this thread was made) makes your suggestion moot and too awkward to use.
