Suggestion about reloading skill

Maybe you could consider allowing reload skill level 12 to reload while sprinting.

A little weird to add utility so late in the levels actually, better to have majority of the simpler convenience skills to be lower level up to 6 or 8, and add in more game changing skills near the end, like 'double stacked' reloading or something where you have taped the magazines for guns on opposite ends and simply fast mag change or something.
