The raids (things that should happen on the outside) so far have no way to turn off, other than making the game always daytime, which could break some features.
That said, I'd recommend using the large office area behind the security door that over looks the Maintenance Gate on Level 2, or the much smaller executive office that requires going through a small security booth and a ladder to get up into. Both have some fantastic physical security to where hardly anything can get inside them (assuming the latter doesn't glitch out). The one with the Security Shutters is rather nice.
Enemy behavior and mechanic spoiler and exploits.
If that isn't enough, you can place down decoy objects to keep enemies from raids distracted indefinitely (at least until they notice you). Some people use broken Chopinators, since they don't fully break when worn out and still pull the enemy's attention, but I grown and use Antelight plants, since the have no hitbox to block movement, and also can't be damaged. The seeds for those can be found via harvesting Antewheat. If your agriculture skill his high enough, you can get 2 plants per harvest and grow as many as you want or like by turning one back into a seed.
Lastly, except for Portal Storms that have already started, a raid will not start until you are both close to a base and after the timer for a raid has triggered. This means you can spend all night and day outside, and you will only be attacked when you are actually at a base. In a sense, they practically happen when you are more or less ready for it.
But I'd like if there was a way to just straight up disable such things in the settings (and fine tune it so I can choose what I deal with and how frequently).
Personally I think raids and portal storms are better suited for multiplayer; for singleplayer I'd rather it just be more of a cozy game and not have to worry about such things as base defence.
Currently, if you want the raids turned off, set it to always daytime since it is a night time trigger. Though, that would lock you out of getting a few resources.
but if you really hate the raids you could always try using "SirRZN's Save Editing Guide"
https://steamcommunity.com/id/SirRZN/myworkshopfiles/?section=guides&appid=427410
in order to edit your "WorldSave_Facility.sav" file in your worlds save files to make the game believe the last Raid was way in the future.
The Specific section would look like the Code below.
then you could just set the Int value for "LastAssaultDay" to something like 9999
and "IsAssaultDay" to false.
Seems like more effort than it is worth,
but if you really wanted to stop them entirely,
that would probably be how you could do it.
