Not sure how to handle it better, besides either making a removable battery for the Jetpack that you can take out and charge, or have a purpose built charging station you walk next to or into. Though, I'd rather have the former since that means there isn't anything special that needs to be done, and also means I can carry extra power for flying!
Right now, I've long since coped by carrying a second backpack on me, which honestly helps more than you'd think. If I need to carry more stuff, I swap backpacks and get more rows of slots and can keep looting; but at the cost of not being able to fly anymore (but that's what the teleporter is for).
When you stop using the lower row for special items and switch to the first row the jetpack is less of a hazzle though.
For 1 hotbar slot it gives you 3 inventory slots.
So if you want you can fill all the hotbars except for the first four, to be pouches. No need for a backpack but you can only 'use' four different tools as the rest of them are locked out.
Maybe pouches can have strict requirements, such as you can't put furniture in them. So the slots you get will have unique icons indicating what type of item can fill it?
This enables you to use jetpack while having some more inventory space to manage.
Bandoleers and pouches can be integrated into said clothing or armor too, so there's many ways to get inventory slots while freeing up a backpack slot.
Also, why can't you loot Order uniforms and suits off of enemies to craft your own?
