Stuck at hudroplant

I have done everything, opened every door in hydro-plant,
on status monitor everything is green, what do i need to do next? the button near 2 survivors doesnt work, the button near dish also doesnt work, what needs to happen next i dont get it...

button near dish needs to be De-radiated, theres a thing you can make that de-radiates the immediate area, you need to build one up there next to the dish, and aim the new lazer thing at it to power it, this will let you use that button

I got stuck at this point too, and it turns out I had to go back to those apartments, use the level five keypad on door labeled "mainframe" and interact with the computer in there. You may have already done this, but hope this helps
