Graphics options BEFORE customisation/tutorial?

Please, my GPU is in orbit. Odd that there isn't an option to change graphics settings before dumping you straight into charcreation (no graphics menu options) followed immediately an unpausable online tutorial level with the default graphics settings (uncapped framerate, literally every single setting maxed out)? I'm above the recommended specs, so I can't be the only one. But for those of us with lower-end hardware who can run the game fine (after tweaking), fighting a lagging GPU in order to even cap the framerate is a bit of a roadblock.

Speaking of tutorials: why is the tutorial launched as an online instance?
