But more than that, I take issue with how it does nothing to conceal my presence. I still get spotted by enemies. Thank goodness I've played through the game once already, or this fog would be a serious hindrance to learning my way around the facility.

Daytime fog needs to be toned down, aside from very poor visibility, it's giving me eyestrain for trying to navigate through it for too long
Either tone down the effect just a little bit, or make it more grayed out. This isn't fog out in the daylight, this is fog in a building. It should likely be more gray than blinding daytime white.
