Hotwire Kit for Security Carts?

Trying to figure out how to get the Hotwire Kit for the security carts in the Labs Sector but can't seem to understand what I'm missing. Any tips?

I've already got one of those and nothing seems to change.

It's a car battery charger, air compressor, power cell and capacitors. The capacitors you get by cutting those small electric aliens that jump at you. If it doesn't show up then it's probably a bug, I guess.
