My understanding is that the only real benefit of a splint is that it prevents the leg from twisting or overextending in a way that would cause more damage. The purpose of an exoskeleton like the Bionic Legs is to exert force in conjunction with the body's movement, which should decrease the weight on the leg while moving at normal speed. The physical structure of the exoskeleton generally limits articulation range, too. So it seems to me like it's doing all the same things a splint would only better, meaning the Bionic Legs should also provide a splint effect while worn. You'd still need to slow down to take some weight off the leg while it heals, but that's already accounted for in the status effect's speed penalty.

Does this make sense, or am I misunderstanding the physics?

100% agree. It reduce fall damage as well as increase carry capacity and movement speed. Maybe they should add tiers to the item so that at the end we get all the benefits.
After playing with the legs some more, I think this is a bug when acquiring a broken leg from a containment robot. I can lose over half my health in fall damage without so much as a sprain, so it doesn't seem like you'd ever need a splint in any other situation. I'll report it.
