Were you get Leather?
As the Title says, Im clueless as to where to get it or find it.

Funny enough i got bullets for the revolver from one of those guys but no GUN lol. But yeah iv killed a few and got their berats.

Rat packs are extremely easy since on vanilla settings with a thermal mallet and electric net, you only need to net him twice while hitting.

Otherwise with better blunt weapons use the lightning scepter and it'll be easier. Just avoid killing him and definitely hit him rapidly once you net him (swap weapons as soon as you shoot the net).

Rats spawns once per day at specific locations too, in some locations more randomly than others, but you can get 100% spawn if you are out of a location for a day and go to the office tram area and he'll usually spawn right away.

Scrapping the radio packs was the easiest way we got plenty of leather due to just how often these guys spawn.

I just tried this exact advice 3 times, but haven't seen a Rat Pack drop yet. Is there still some RNG involved, or am I doing something wrong?

Make sure he doesn't die to the fire, or to the net's electricity.

He has to die to your mallet's hit, while the net is on him.

Yeah, whoever said to use a thermal mallet gave you terrible advice. Use any blunt weapon that doesn't have a proc effect. No thermal mallet or that eletric mace thing I forgot the name of. I used a rat scanner I picked up from another rat, with 1 blunt skill because I mained stabbing weapons and worked just fine for me, very easy.

I just got it now using the thermal hammer.

I thought of the possibility that the fire or electricity was getting the kill and preventing the drop, but I'm still not sure, because I killed like 7 of the guys before it finally dropped.

It was 100% because of the fire/explosion damage doing the final kill hit. The proc from themral mallet and thermal spear does insane damage. Easily well over the amount of damage the actual stab or hit itself does.
