PSF bench upgrade not working after packaging? (likely a bug?)

installed the PSF upgrade (the thin slowly rotating tech rod to stop portal storms) but needed to move my crafting bench to a new spot in the base, placed it,unpacked it, and now i got the "be on guard tonight" warning and a purple rift spawned like 3 ft from by bench in the middle of my base?

Yeah, the portals still show up, but nothing happens when they trigger.

By now you likely already found that out.

ah well the rifts are preventing items being placed near them (i was mid base rearrangement so im stuck waiting for the even to pass now)
