Been circling around in the hydroplant section for hours and cant find anything

In the hydroeletric area, past a large bridge guarded by robots, there is a building with a gym. You can see patrolling aliens through the window. Look for a security guard chilling by the roof, he gives you the recipe. A lot easier to find him by flying.

Have you considered : stealth ?
The path is litered with sight blockers and even a nook that perfectly blocks sight and prevents them from hitting you so you can get out of combat and reset their aggro.

I did go stealth, but "flying" requires materials dropped by them doesnt it?

Double jump to activate.
It is real jetpack.
If you combine it with blue trinket from gravity cube, you can reach observatory without touching water.
Easy.

Ironic... Calming to have read and understood the directions and yet not understand them.

If you have seen any of the jetpack teaser videos, it is, in fact, a device that allows you to fly.

I have done some sick out of bounds stuff with the Jetpack and I hardly even tried. Though, some places like Flathill do have some pretty blatant invisible walks.

How to get past robots:
step 1: open GATE crate;
step 2: equip night pass;
step 3: walk freely, robots now ignore you.

You can also bypass the robots via swimming. The apartment building has a side entrance that can be entered from the water, leading you directly into the gym.
