The Combine knew that "eggs" as cooked by a level 15 cook were the ultimate non-buff food item so they had to block off the way to make sure you didn't get too powerful

The real answer is because people were using the Rise Facility portal to sequence break into the control room and it became so widespread people thought it was the intended progression, so they had to wall it off with an antithermite gate.
