And everything is truly everything, as you can see even your face in a vehicle if you drink something before getting in and looking behind you.
I could be wrong, since that playtest was so short that it was entirely possible to get to the end well before you made yourself makeshift armor.
As for seeing armor on your arms while driving, that's because the devs 'cheat' and use your external player model for that. Otherwise the hand/arm models for weapons are their own thing (a common practice in FPS games), and don't adapt to what you are currently wearing. I imagine they just use the external model for viewing your own legs too.
The current arms are designed after the beta model labcoat, back when the characters looked more like Half-Life scientists. The redesigned Gate labcoat we have now has buttoned cuffs and visible shirt sleeves, which means the viewmodel arms don't fit any of the outfits anymore. That's the sort of detail that bugs me.
I'd say at least have a different set of viewmodel arms for each top, plus one for each full body suit (kind of weird having your character ostensibly in full hazmat suit with their hands still visibly exposed to the elements).
Arm armor would be nice too, but I can see that being more difficult to implement. Clipping would definitely be an issue with most of them. The blacksmith gloves already clip pretty badly with the labcoat sleeves in third person, for instance. Although one solution might be to force the top to be the rolled sleeves version when wearing certain arm armor...
