With regards to your suggestion, I agree! There's a lot of junk stuff that you might want to get rid of but the game won't let despawn because they have higher priority (or maybe they despawn slower, but I haven't checked).
A lot of things you can drop on the ground and they'll disappear with time, but stuff like Bot CPUs and Flashlights (notably, flashlights are unscrappable and untradable!) will just sit there for eternity. Would be nice to have an incinerator instead of the auto-scrapper.
Though for unique items with no replacement (There is exactly one I know about), the incinerator can just be set to avoid burning those. Maybe even make it an interactable deployable and reject attempts to put in important stuff.
