You need to get the Neutrino Detector, just fly there.
The easiest way, if you can stand swimming on the surface, which is safe to do, is to swim close to it, dive a little bit, swim up, and spam jump to get the jet pack to activate and allow you to fly up.
Second easiest is to try to leap frog from place to place from around the Water Fall Apartments area.
A more challenging but still doable way is to do a long flight from the dam to the Detector. Might want to practice your flight skills some before trying that.
Worse comes to worse, you can swim there on the surface, put up a shelf, and a ramp, and build bridges along the side of the building.
After that, you can set up a way to teleport there and be done with that ordeal.
If you still want the two resources from the lake, which are optional, the best way to get them is to wait for a fog event which changes the underwater view to a bit less threatening. Use the diving suit, the night goggles and a teleporter home and then go to the little beach behind the apartments and dive straight down, grab both resources and zap out.
I recommend 2 Jump Pads if you want to give yourself better chances (Roll helps but make sure you're not still crouched when you touch the pad or you won't launch) and setting up a bench to teleport to on the other side.
On a different note, i heard getting your fishing level high enough (15 iirc?) makes the big bastard down there ignore you. Not so helpful for for the fear of the deep, but i didn't notice any other threat down there. It could be someone trolling on the wiki though, so be sure to visit the furniture store for that grain of salt.
Gonna aim for the building in the middle first and "test the water"
The cage area with the Ichthyosaur in HL1 has done this to me I swear.
Oh that's relatable but in my case i think it was the Ichthyosaurus jumpscare in HL2 during teleporting sequence in a beginning of a game, scarred me for life when i first played it when the game was new
