Acquiring Kylie (trinket) in coop

Anyone know if multiple people can acquire the Kylie trinket in coop? I've got a buddy who says he cannot program his neural chip - there's no prompt or capability to activate after I've done it. All he can do is 'talk' to the brain.

Does simple loot respawn need to be ticked on to have it work for other players in the same server?

As of the recent community update, the Kylie trinket isn't even worth using now b/c it only affects your skill with the lowest xp, which is likely going to be something you don't care about leveling like throwing or something someone else might be focusing on like cooking or farming.

Aside from that, I'd think they'd intentionally prevent getting multiple for lore reasons. It doesn't really make sense to be able to have Kylie on neural chips since I believe they're being moved, not copied, when being extracted.
