Not true, they both reduce radiation by 10 and give you the shield buff.
there might be a couple in flathill but I usually go there for acid and other components so I don't remember.

As you can see, both give a -10 to accumulated Rads and the Rad Resistant buff.
As for renewable versions, I don't think I can be much help; I'm having a hard time remember where I saw some, if at all. I don't remember Rise having any, but I also wasn't looking (odds are in the Med Kits, assuming there are any), and I'm wanting to say Voussoir as well, but I'm likely wrong on that one.
But on a tangent note: as for renewable anti-rad meds in general, the Pentetic Acid Syringe is likely your best bet, since those materials are very much renewable, and getting to level four First Aid skill isn't too hard.
Ironically, fishing for Rad gives you a couple cooking options for Radiation protection, though not reduction.
