HOW Do I activate a headlamp?

as above, so below. Looked in controls and not seeing how to activate headlamp and pistol flashlight

It's there, it is called "Toggle Flashlight" might be F but I have rebound it, so I can't say for sure.

hold it bring up the radial menu of which then you could select which one of your equipped lights to turn on

It is middle mouse button as well, but you can cycle through your lights to a degree via using a flashlight/X-Ray Lamp as well.
