What I can say for sure about dedicated server having more than 6 is that it isn't recommended, and that it could cause stability issues. Also I kind of doubt there is much, if any, balancing consideration at anything higher than 6 right now.
Not sure why they did this but I suspect they are collaborating with Epic as all UE5 devs will contact them for assistance. But if you used parameters in the dedicated server software, you could make it work, as there are dedicated servers with bigger lobbies.
I notice performance issue with Stalker 2 as well and how successive UE5 games comes with worse and worsening performance as time passes, but the graphical fidelity never changes.
