I require video proof of this. The issue I had with two of these teleporters was either a line of sight issue, or a height issue.
To explain, I had two moisture teleporters on a large platform about one and a half barrel heights above a barrel and a partially filled farm plot. I watched them for 4 in-game hours and they didn't activate once. I then took them off the platform and put them down on a large crate nearby, and then both of them started to activate. Yes, they were properly powered. Also, for "randomly" teleporting water into things, they sure like the barrel an arm's length away instead of the plot just behind it.
On top of that, there were two others I had set up that were doing a similar thing. However both were definitely within line of sight, but only one activated, and then that one was only filling barrels on the same height as it. There were less than full containers of water below this second set of moisture teleporters as well, and they didn't attempt to fill them.
I'll have to mess with it a bit, but somehow I wouldn't be surprised if it were a height issue. If it IS a height issue, I think we should be putting in tickets to have that changed/fixed (no idea if it's a bug or not).
Also your distance estimation I believe is too far. The moisture teleporter in the second set that wasn't doing anything should have been sending water into the same barrel its partner was, but wasn't. Not even 10 barrel diameters away.
Sorry if this sounds rude, but I'm very aware of what they're supposed to do, and that they put water in barrels and garden plots. You saying this isn't informative to me. They're very much a passive tool to have around while you're running around elsewhere for multiple in game hours, letting them do their thing and slowly fill up water containers. Definitely not a viable *primary* source of water, but a somewhat helpful supplement.

on my end, where everything seems to be running just fine, i have 2 medium farm plots ( the 4 tile ones ), facing toward the moisture device at what would be an plus sign formation if there were another 2 plots, the moisture device being generally around the middle of where their faced directions meet.
-- as far as the water storage goes, i use an water cooler tower that i'd found around the offices, it's usually full, and i have it placed pretty much right behind it, elevated up by an medium storage crate ( for the 20% rad guard on the stuff inside it ).
not sure if that helps answer your question about relative height changing anything with them or not.
