Or fly, but if you want to try everything in this update. You'll need to dive into the dark depths of the hydro sector water reservoir.
There are generally two ways to get to it (I think).
The most common one is to look for a sort of cave system in the water that you can get into (you may need to be patient for this one). Hint: From the "beach" near the waterfall apartments, swim near the cliffside until you reach a sort of "corner edge" of the cliff, then swim downwards
Alternatively (the path of "I don't like whatever might be in the water") make the Jetpack, and have the gravity cube with you (Labs Sector, 2nd Floor Containment Block Dirac, should have a distinct blue glow in the room). Then fly over to the Neutrino Detector. Keep an eye on the heat indicator for the jetpack, and time pressing the jump button, and releasing it to cool off the jetpack. If done correctly, it's fairly easy to get from the dam to the neutrino detector... just be careful of Order snipers.

If this is the area near the cliffside (and not the one in the side of the dam which leads to a robotics area), I think you should be in the right place, you may have to look for tiny spots / areas to squeeze into while in that area (I remember having to swim into some kind of vent under a pipe of some sorts to get through).
