Sorry about that!
There was a change in the last update (a larger refactor to how we handle certain damage types) and a few things (particularly thrown/fired projectiles) which slipped through the cracks. We have a comprehensive list of where these issues are and we'll be working to fix it for the next update.
(The Electrothrower is working as intended - let's be honest, you aren't really aiming that thing so much as holding onto it...)
Throwing a a rubber ball gave you throwing exp in the past. I occasionally went to the toilette with a stack of rubber balls to level throwing. But it seems not anymore. Oddly enough throwing a rubber ball at an enemy gives you.... sharp meele exp XD XD XD
Edit: Ah nice to hear you are aware of the problem.
I think EVERY weapon should give some exp. Otherwise they are just a waste of space and you cannot justify using them vs another weapon. Give them low exp, but give them some so you can advance the skill.
So screw you, no laser weapons for you kiddo.
