Where is the snow area?

I've explored a good chunk of the dam but am now just reaching a bunch of dead ends that require level 5 clearance. I've read that one of the ingredients for the level 5 hacker is in the snow area, is this true? If so how to I get there? Also where do I get the SUV hotwire recipe?

If you look over the reservoir you can see a building standing by itself off in the distance, that's where it is. The intended access point is underwater but you can climb the outside with some creative building placement. If you still can't find the photoreceptors, as I couldn't at first, Break the gold domes on the walls

You need to get to the Neutrino Detector building that's at the far end of the dam reservoir. You'll likely need to do some diving to get there, but it isn't the only way to get there.
(like you can fly there via a jetpack and grav cube, but odds are you are lacking the parts right now for that)

For the SUV hotwire kit, try busting some Transformers. You might be missing Wire Coils to unlock the idea. That item can be found elsewhere, but you won't like getting it that way.

the neutrino detector is miserable to get to, and miserable once you enter it. I would recommend you find the best gear possible and do as much as you can in the hydroplant area before attempting it.

once you do get inside, you must dismember all the enemies you find.
