T5 hacker location?

i found the 2 people who updated my "quest" and iv got all there conversations but i cant find the email or thing i need to "study" to get the next hacking tool to open new doors and i cant progress due to sniper cover what am i missing?

The location should be in the building blocking the path on the dam. There will be Order soldiers fighting a Composer, and you'll have to complete a small parkour challenge to reach a terminal. It should be the second email

im not sure how to get in there i can hear them fighting but all the doors are locked in the room with turbines

Jump into the water and find the submarine pen. There will be an elevator to the right that will take you up to the other side of the building
