Symphonist not respawn

It's the third time the fog has arrived, but Symphonist not respawn
why?

we he spawns randomly so you probably just missed him that is very likely

They don't really roam much when they spawn, make sure you're searching around the facility.

The first couple times they showed up, it felt like they regularly spawned near by base (Level 2 office with security shutters). When I went out hunting for them, it felt like I made things worse by moving too much or too far.

Though, that's a sample size of 3-4 fog events, so take of that as you will.
