It is still dense, but manageable, however it feels a bit too bright or washed out. After the change, it doesn't really stop me for exploring. It slows me down, since I can't see as far, but I'm not stuck at my base.
If anything, I've been running around in the fog looking for that big scary monster, so I can get the dang key from it.
If you can't see at all when it is foggy, you might want to adjust your monitor's or game's gamma or brightness settings, because it shouldn't be so crippling to force you to do nothing for 30 minutes straight. That would be insanely bad game design to suddenly force you to wait like that. Or stop slouching and look at your monitor at the proper angle, since some LCD monitors have terrible colors and brightness when looked at from an off angle.

No, just wait it out.
Later in the game You can kill enemies that spawn only in fog, and they drop keys to open chests
With HDR, as well as Ambient Light, the Fog is absurd because of the brighter whites, making it impossible to see more than like 5 feet in front. Unfortunately this means for 90% of the game the filter looks much better imo, but with Fog I have to turn it off.
Even with it off it's annoyingly dense. I don't really like it, I feel like it should be more of an atmospheric affair with some visibility issues but not like you have a constant fog machine 10 feet in front of you blowing it in your face. Even Flathill was nowhere near that foggy.
I think it could use further reduction for sure. With or without my filters.
