Does anyone know where I can find the hot wire kit for the security cart?

It craftable, you need:

1x Car Battery Charger (Can be found in train portal)
1x Air Compressor (1xCanister+1xPressure Gauge+1xReinforcedHose+1xChain)
1x Power Cell
2x Capacitor (farm from electrical bugs)

It must be that last component that unlocks it then as I don't have the recipe. Do you just butcher for them or is there a trick to it?

Butcher every cyberpest you see for capacitors. You always want to kill/butcher every enemy in every new zone to see what kind of new goodies they drop
