The big round elevator goes up more than one floor. Confused me for a while too, I got used to elevators only going back and forth between 2 floors. You'll find the carbon and crystals needed to craft the parts for it on the floor to the left of the big web, red letters starts with A but can't recall the exact name right now.

The only new parts for the T3 hacker is the jailbroken CPU, which you get from the purple security robots found in the Lab and Wildlife Pens, and the Anteverse gems, which you can find in the blue/white display boxes in some offices of the Lab. There used to be a trading station to trade anteverse wheat for gems, but I think that has been removed.
