Access the Containment Block? Where to go?

My current mission is to "Access the Containment Block". I go there and there is a big lift that goes to several flours. I've been all over these floors. Near the top is a bunch of laser turrets I cant get past. Read about building a bridge but don't know where to do that.

Also, I do not have the level 3 keycard yet...

I've been running around the "Adjustment Wing" and found areas like "Cold Storage", "Laser Lab" & "Cellular Lab" but can't find anything to progress or help unlock tier 3 keycard. There is a tier 3 door locked on a floor above but it has some alien bio matter surrounding it.

Any help would be great, I've been running around for hours!

You are in the right area. You will see 3d printer like things around that hold the base resources to make the level 3 hacking card as well as teleporter things that take items and turn them into what you need, like anteverse gems. You should get the recipes to research once you have the components.

Adjustment wing have material for hack tool 3. After that, seek a opened containment cell around 3rd floor

I was stuck here for ages too, even after the lvl 3 hack
Get that, then go to the containment tram and look for the yellow paint
