where should i look for someone who knows about the power cells?

Could be clarify the issue? There are many items with "power" and "cell" in them in the game. What stage of the game are you at?

You need to keep progressing with the story. Unlock stuff with the hacker and do some exploration somewhere.

I Found a guy, there is a room full of water and electricity, you can go in that room and jump on the desk to go UP, and the guy is here,
Not sure where he is, I think you have to go to Security => stairs to the left => you cross Swiming Pool => and maybe to the left and you explore ? OR
Go to the right in the swimming pool, goes in the desk office, cross it, and explore here

Go left to the lift, and explore upper level. You will eventually meet a doctor ask you to retrieve some CPU from bots to craft a hack tool and unlock locked door which leads to portal world. Explore there to find power cell

In level three you need to farm robot CPU units in order to make a hacking device. You can then use the device to unlock an area in level 3. Once this is done you'll open some portals to a new world where you obtain the power cells.

There are a couple people that know about power cells on the third floor on the offices. As mentioned, a person is hiding in an office flooded with water and he knows; and there's another guy in a breakroom hidden up in the ceiling. All they are basically telling you is that you have to get into Silo 3 for what you need to get out of the Offices
