Always hungry dude (playing for couple days)

Who is this guy and why he always comes around at night?
I gave him some food at first meeting, thought he's some kind of injured NPC that i can save and move to my base.
He just droppped a stappler and continued to ask food.
I give him food from time to time when he gets around, but got no items from him since then.

What is the purpose of this guy besides wasting my food reservers?
If he's somehow related to the game plot, then i'd prefer to find out about it myself.
If not, i'd like to know how do you use encounters with him.

You can find some lore about the coworker later on, if you give him 3 different foods he can give you a little gift but you can also just ignore him if you want.

he is so damn fast when morning comes it`s insane. He will give you items for food, but not much else

Well he also gives a human skull when the chopinator is done with him

Crouch near or behind him and get free Sneak XP. I never feed him he's a pain... a very creepy, unsettling pain.
