I just got it, so crafted a new spear, and it has the exact same durability as my old one.

As far as I can tell, it's retroactive so anything you have crafted will suddenly have boosted durability.

You're correct, the skill either influences something else instead of durability (i.e. how often your items lose durability) or it doesn't work.

That's incorrect. I've created a fresh start and the durabilities of my crafted equipment are identical to the crafted items on my main character. Also they're the same durability listed in the wiki entries.
