So the patch did work for old saves, but I still wonder how much it will actually give.

Well, you could always try speedrunning to getting the water purifier, I guess...
Again, they are pretty slow, and I wouldn't rely on a few nearby ones to help as a water source. You'll likely have to do a jog around the place to collect water.
There could also be a bug where they do not refill unless you travel out far enough. It is entirely possible that someone speed running the game in 30 hours will have no sinks refill for them, because they are gone way too soon.
i have been portal hopping though, and sometimes stayed overnight in there, so i cant tell if that has an effect or not.
both the facility sinks and the portal world sinks have been refilling.
not sure about the frequency though.
