Stuck trying to access the Containment block

I'm stuck trying to find something the burn the goo ♥♥♥♥ off the doors so i can open them. I've walked around everywhere and still have no clue where to go. it says to take a portal to get what i need to burn the goo but i can't find a new portal.
Does anybody know where i need to go?

I got "stuck" there for a while, you have to get inside the blue door on the 2nd floor, to get there you need to go on the floor above it, there's a room full of yellow "paint" and a hole in the floor drops behind that blue door so you can open it

Head to containment block DIRAC with a level 3 hacker, once you've made your way through there, you might notice you're now roadblocked by turrets! use 3-4 bridges to cross over to the hernhortz(?) wing and follow along from there. You'll unlock what you need eventually. ( Kill a HUGE enemy named the Tarasque to get his ichor needed for the top floor mushroom portal which has the gel that unlocks thermite to burn the webbing. )
