Reliable sources of steel cable?
Steel cable has been a bit of a bottle neck for me, and a lot of crafting recipes in the latter half of the current content technically require it. I'm aware of the trade at the FORGE of military electronics for steel cable, but grunts can be spongy and can often not drop any military electronics. I'm also aware of the four available in the train portal.

Curious if any scientists know of any other, and possibly more reliable, ways to acquire steel cable.

Scrapshot shotgun to the head real close usually kills them in one shot. if not, a couple wacks will kill them. easy way to farm without using a ton of resources.

Military radios drop military electronics when you smash them, though they respawn only rarely unless object respawning is turned on (presumably, though they do seem to occasionaly respawn when it's turned off).

So does anyone know for certain if materials containers (crates, computers, radios, etc.) respawn independent of the the simple loot respawn sandbox option?

the officer order guys(the ones with the beret and magnum) often drop the radio backpack which can be scrapped for at least 2 maybe 4 military electronics

yes, independent to a degree for sure. i do find new boxes from time time but i definitely seeing them significantly more when i turned the simple loot respawn option on. what truly changed is the fact that new items that are laying around also respawns (not including items inside furnitures or storages like lockers.)
