I think it is hit or miss in the facility, but I've had luck finding potatoes respawning in the kitchen at the 'Corn Syrup' Headquarters.

I have found potatos in all regions. Sometimes it takes longer. You can try the one in flathill once every day.

Potatos are just in the random fridge spawn loot pool, so just hit up any respawning fridge portals and you'll find one eventually

AFAIK yes. Of course it has to be the OG fridge. if you pick it up and place it again the spawn is destroyed. In portal worlds even the fridge respawns and you get another chance for a potato.

It feels like the 'meta' for potatoes is to not loot fridges until you are ready to grow potatoes.

You will want a fridge at some point, but after that, you'd want to hold off until you can use it.

Even then, it takes so darn long to level up cooking to a point to access the oven. I got the Extra XP in cooking trait, and even that only unlocked sometime when I was at the Lab Sector. And still couldn't do much because the needed parts for the oven were near the end of the (current) game as well.
