The other thing I can think of based on your description, seems that some people that run 64 bit windows 10 (several of which have been German, I think) run into issues with 64 bit dlls being in the 32 bit section.
So your spec info should help me confirm and then we can try that solution...

I had the same problem on my laptop which has Intel HD Graphics and a dedicated nVidia 310M.
This is how I solved it:
- Open NVIDIA Control Panel
- Go to "Manage 3D Settings"
- In the "Program Settings" tab, add "8Bit Armies" in "Select a program to customize:" and choose "High-performance NVIDIA processor" in "Select the preferred graphics processor for this program:"
- Click 'Apply'
