Out of Control Scoop broken?

It's past midnight on the first day and Otis still won't give me the scoop

Honestly might have to cheat the 8 survivors at once achievement, it was brutal just getting the other 7 people on day one.

It seems like some of them may be a bit wonky - was trying to do the same today, but I ended up actually getting the "Out of Control" one, what it didn't give me however was the "Japanese Tourists" one that would have set me to 9 survivors.

Unless the whole thing is your not allowed to keep the 2 people from the roof, it wouldn't even pop until right after I turned in the 7, and then left the safe room (around 12-1am, when it's supposed to pop 1 hour after the "Out of Control" one; I even hung out in the other bathroom for a while like "what's the deal?").

Natalie certainly tested my patience the whole way too

You can't have more than 8 survivors in the mall at once, if a scoop would start that needs a 9th survivor to spawn it won't start until one of the other 8 dies or is rescued

You're either in the wrong place to receive the call or went over the survivor limit so the scoop won't start.

Were you in the Wonderland Plaza? The game won't give you the scoop to an area if you're in: The area in question, any roof adjacent to the security room, and the security room itself.
