Camera battery not refilled after introduction.

I've checked some videos and even the wiki says that the camera batteries are refiled back to 30 after the introduction so, you can take all the pictures you wan't during the intro on helicopter.
But I don't get my camera refilled. I'm left with the remaining of my batteries once I'm on the roof.

So, I found out that if you don't sit through all the cut-scenes until the very end like a clown you don't get your batteries refilled. You need not to skip the the ending of the intro otherwise your camera won't be refilled.
Alternatively, you can use basic value change with cheat engine to fix the issue.

There are camera stores throughout the mall where you can refill your batteries.
