Paul won't spawn

Currently doing another new save and for some reason Otis's call for Paul won't appear but the other psychopaths did just fine.
Is there a method of scoops/requirement for him to trigger or something or am I just unlucky?

if Paul doesn't spawn that probably means you have more than 8 survivor/psychos on the map at the same time.

Anything more than that and you stopped receiving calls and such. Survivors that aren't shown on the map also counts.
