You won't get VAC ban for using trainers on SP portions of the game, I've used plenty of trainers on a variety of games that are strictly SP and some that have both MP and SP. There are no TOS for which you agreed on that says "cheat and you'll be banned for using such cheats in a single player environment" essentially. Also this game is only SP and I bought this game, I own it, I can do whatever the ♥♥♥♥♥ I want. This isn't some ♥♥♥♥♥ system like consoles have in place that prevent you to cheat/mod out SP games. If you really believe you will recieve a VAC ban for using them on SP games, then you must live in the dark ages.

Are there any ways to get unlimited time on scoops?

I don't care if it's a cheat table or a trainer, I can't save the shoe store people and get to Case 2-2 at the same time because they talk too ♥♥♥♥♥♥♥ much so I want to disable their scoop timer.

Without some kind of cheat or trainer, no. Be warned making scoops have infinite time also means that the survivors will stay spawned forever. This will block other scoops from coming in because there's a limit to the number of survivors present in the mall. Not sure if that's able to be overriden.

I understand, I only wanted to pause it so I could do the major case then grab them. They're the only survivors currently available to rescue anyways.

Change your scoop priorities.

I was able to run through doing all the side scoops first and still had time to knock out the cases as well. You often have to do multiple scoops at a time before returning.

I mean seriously, I got followed by that phrase back when I played it on 360 and as I've heared it very often again, I always think about that female "I understand" voice when I read that. ^^

Idk about that, but this is a singleplayer game so I dont see the problem at all.
