Are unlockables shared across save files?

When I started a new save file, My level reset to 1, but I noticed that when I earned an achievement I already had on my steam profile, the in-game banner (looks like a newsreel at the bottom of the screen) didn't display that I unlocked it. This is different to how it worked on the 360 version, where deleting your save file would reset the in-game achievements and unlockable items.

Can anyone confirm if the clothes or weapons you get for completing certain achievements transfer over to new save files? If not, that's going to be a little annoying trying to unlock things on multiple saves if the game doesn't show the achievement banner.
