Why QLOC never appears as "developer" in CAPCOM titles that they ported to Steam?
If you look in the store page, this game, Dragon's Dogma Dark Arisen and Resident Evil 4 UHD (for example) says "Capcom" as developer, when QLOC developed/ported the game too. I think they deserve some credit unless i'm missing something about game development/porting.

They're in the in-game credit roll as the developer who handled the port.

Porting a game is not the same of developing a game.

I think a benefit of listing someone like QLOC is it helps the customer know it's a quality port.

At least, to the best of my knowledge, QLOC is good.
