its red and the mission is about to go out but im at the safe room in front of brad and jessie and the mission is not starting

Some missions will only activated when the time is just right, the quest mark is there to you know that the mission will happen at a certain time span so you can plan yourself and be back on time.

You will also get a Call from Otis when the mission has changed to and active state so you can go back.
