How to beat Carlito (Van)?

I'm at lvl 17 and doing the bomb collector mission but I just can't get past that douchebag.

Ignore him.
The main idea for bomb collector is to run through the underground as quick as you can

Just follow the numbers, pause the game and check the map at every turn.

I usually go down there with a good amount of weapons and just kill him.

You don't fight him, you outsmart him. Access the bomb trucks via the stairwells in the mall. You should be able to get the bomb and leave before he gets there.

The only one you can't do it with is in the dead end. You need to get the white car under Paradise Plaza because it's faster than the truck and tougher than the red car. However, you have to be quick and accurate.

Make sure to get the Maintenance Tunnel Key early in the game if you can. You can take the red car down to it, or to the food truck outside the Butcher Shop in the tunnels and drive that to the key room.

If you wait until the mission starts to get it, there are barricades that won't let a car through, only the motorcycle, which will get you to the truck as long as you don't hit too many exploding tanks.

The bomb trucks are under Paradise Plaza, Entrance Plaza, Al Fresca Plaza, Wonderland Plaza, and North Plaza.
Note there is not a bomb truck under Food Court.

This is a lot easier to do with a crowd clearing weapon like Gems.

TIP 1: Every time you enter the Tunnels or take an elevator, Carlito's position resets.
He is located very close to Wonderland.

TIP 2: If you hold both the accelerator and the brake (left and right trigger on XB controller), the vehicle will stop quickly instead of coasting. You can avoid hitting the wall to stop the vehicle faster. I just learned this today, and I had the game on the 360 back in 2006.

To collect the bombs, start with the truck under Paradise Plaza in the dead end.
From Paradise Plaza, enter the Maintenance Tunnel near the restrooms and take the elevator down. Get the White Car and drive it to the truck in the dead end. Park close enough to act quickly. Hop back in the car and drive back to where you got it from. You should pass Carlito on the way, and avoid a collision with his truck.
Take the elevator back up, then go back into Paradise Plaza.

Next, go to Entrance Plaza and take the elevator down, collect the bomb, then go back up to Entrance Plaza.

Head to Al Fresca Plaza and do the same.

Cut through Food Court to Wonderland, get down, get back up again.

The grocery store is open now, since you've already done the pharmacy mission for Brad and defeated Steven. There is no elevator here. Knee Drop over the railing or Wall Kick your way down the stairs, and beat feet to the bomb truck. That's #5, so hop in the functional truck and drive to the exit ramp.

However, if you insist on fighting Carlito, you're going to need speed and timing, and running room for when he starts throwing bombs out the window. If you can, back against a wall and wait for him to come flying at you, then Wall Kick out of the way as late as possible. If you immobilize his truck, he will sit in it and let you wail on him. He still throws bombs, but he doesn't get out of the truck.
