Yeah Otis is a real ass!
And as for my most hated character...yeah it's Otis.
And you can't run.
And you have to hold it up to your ear the entire time.
Best thing about Infinite Mode: if you go out on the rooftop, Otis is the first one you encounter, and you can kill him in multiple ways.
If you simply run around avoiding the horde, the radio will ring for a couple of minutes.
But Otis. Otis is the main psycho of the game with all his calls in bad moments.
I think I didn't get the transmissionary achievement due to one single call when I was surrounded as heck with zombies D': damn Otis.
The ones who can't seem to move with purpose like their lives depended on it are frustrating, and to some extent they're understandably weak. It's zombies. Assuming they're from a world where zombies are just fictional movie monsters, it's difficult to believe this is all real for them.
Assuming they're from a world where zombies don't even exist in movies, then the sheer confusion and terror of the situation - what they've seen - is crippling.
The vast majority of these people are not survival nuts with even 12% of a plan for such a scenario. Those 3 in the gun shop are the only ones capable of dealing with it, and if you can carry them with you to rescue people, it's much easier. However, they have a narrow appearance window. They're also likely to kill other survivors by accident.
But Otis has no viable excuse for his sh!t. He can see you on the monitors everywhere you go, even in the tunnels, but can't see the zombies surrounding you? There can't be any plausible explanations for his behavior towards you.
From a development standpoint, I can see the desire to make it frustrating and difficult. It's CAPCOM after all. However, this game pushes the limit. It's not as bad as Overblood, though.
I think that's worse than not knowing anything about it. I mean, imagine if something like that happened in our world: we would be in a constant state of hysteria due to the image of a BOW or other kind of monster possibly lurking around lol
Although the AI in Dead Rising is just plain bad. It goes along well with certain characters due to their personality, but when in several ocassions they get stuck with the plant near the exit of Paradise Plaza... That breaks it.
The very bad thing about the calls, (beside Otis knowing when you are occupied) is that they get "interrupted" while doing anything. It's not like Frank couldn't get the audio going while he's doing something else.
Other than that, even the AI of the characters are excusable because it makes the game harder. The calls just make it cheaper.
