It's been my observation that the DLC suits actually affect some NPCs during dialogue, allowing you to recruit them faster. There's a white disco suit some of the females like, and Floyd (old man in the antique shop) likes the one with the brown jacket and jeans. The little old lady in Wonderland likes the Grandpa suit. Some of the guys and the other females are more responsive to the blue shirt or snakeskin suit.
I keep Frank in the Megaman suit with the real mega buster, mostly because when he's idle, he'll hold the buster with both hands instead of eyeballing his camera every 5 seconds going "WHEW!" really loud. This is especially annoying in Infinite Mode, where you're standing around for literally hours in real time.

There was DLC for the Xbox 360 ver.
Just they made it free and already unlocked on the Remastered ports.
