Is there a way to always have the camera strap on?

It really bugs me that Frank just holds his camera in his off hand at all times, it looks silly - especially when a nice camera strap suddenly appears in cutscenes or any time an animation needs him to use both hands, only to disappear right after. Is there a way to make the camera strap appear at all times?
