Where is the Special Forces outfit located?
So, I completed Hella Chopter and Legendary Soldier, but the bag is not in the security room.

I am still in the main story, not overtime. Let me guess, I either have to wait for overtime to start or I have to make a new save game?

Most achievement unlocks do not appear until you finish the game with an ending.

to clarify, you must achieve an ending and then when prompted save the game and start another run with the same save slot
